If it is both Network and Storage isolated (typical in converged environments, or with iSCSI / NFS storage) then HA wouldn't know that the host is isolated but thinks it is dead. Because it thinks it is dead it will try to restart the VMs. This will however fail because the VMs are locked.
Not much you can do about it. Isolation Resonse = Response of the host which is isolated to the isolation event. Doesn't say much about what the other hosts will or will not do
